FIA Clamps Down on Further 2026 F1 Grey Areas Following Red Bull and Mercedes Power Unit Concerns
The FIA has taken another firm step to reinforce Formula One’s 2026 technical regulations, closing off yet another potential loophole as scrutiny intensifies over power unit development. With Red Bull and Mercedes recently linked to controversial interpretations of the forthcoming engine rules, the sport’s governing body is moving quickly to ensure the new regulations are both watertight and consistently enforced.
The latest move comes after reports surfaced regarding a possible workaround connected to engine compression ratios. At present, Formula One power units operate with a geometric compression ratio of 18:1. However, from the 2026 season, this figure will be reduced to 16:1 as part of the sport’s broader efforts to improve efficiency, reliability, and sustainability.
Despite the apparent clarity of the rule, Red Bull and Mercedes were reportedly associated with a concept that caused unease across the paddock. The alleged idea would allow an engine to meet the 16:1 limit during static inspections, while effectively increasing the compression ratio under dynamic conditions during a lap. Such an approach was believed to deliver a power gain in the region of 15 horsepower — a significant advantage in modern Formula One, where performance margins are extremely fine.
Rival manufacturers were quick to react. Audi, Honda, and Ferrari are understood to have raised concerns with the FIA, calling for immediate clarification to ensure that any system capable of varying the compression ratio during operation would be deemed illegal. In response, the FIA reiterated that the intent of the rule was to enforce a fixed compression ratio at all times, and that any mechanism enabling deviation from this would not be permitted.
Having addressed those concerns, the FIA has now turned its attention to another element of the 2026 power unit regulations: fuel-flow measurement.
A New Era for Fuel Regulation
One of the defining features of the 2026 regulations is the introduction of fully sustainable fuels, a move that underlines Formula One’s commitment to reducing its environmental impact. Alongside this shift comes a fundamental change in how fuel usage is regulated.
The current system, which limits fuel mass flow to a maximum of 100 kilograms per hour, will be scrapped. In its place, the FIA will impose a fuel energy flow limit of 3000 megajoules per hour. This energy-based cap is designed to account for differences in fuel composition and energy density, ensuring competitive balance between manufacturers using sustainable fuel blends.
The monitoring hardware is also being updated. Under the new rules, teams will move from a dual fuel-flow meter setup to a single, standardised device supplied across the grid. This unit will provide real-time data to both the FIA and the teams, increasing transparency and reducing opportunities for manipulation or misinterpretation.
Despite these changes, the FIA remains cautious. Formula One teams are renowned for their ability to identify performance opportunities in even the smallest technical details, and the governing body believes vigilance is essential as development intensifies.
Fuel-Flow Meter Temperature Comes Under Scrutiny
The latest regulatory tightening focuses on the temperature of the fuel-flow meter. Temperature can influence how fuel energy is measured, potentially affecting both the composition of the fuel being assessed and the accuracy of the readings themselves.
In the original wording of the 2026 regulations, teams were prohibited from “any intentional heating or chilling of the fuel-flow meter.” While this clause appeared to offer protection against manipulation, the FIA identified a possible weakness in the use of the word “intentional.”
Teams could theoretically argue that temperature changes occurred unintentionally, perhaps as a by-product of cooling system design, component placement, or other operational factors. Such arguments could complicate enforcement and open the door to disputes.
To eliminate this possibility, the FIA has revised the wording of the rule. The updated regulation now states:
“Any device, system, or procedure, the purpose of which is to change the temperature of the fuel-flow meter, is forbidden.”
By removing any reference to intent, the FIA has made the rule far more robust. Teams will now be fully responsible for ensuring that no aspect of their design or operational procedures alters the temperature of the fuel-flow meter, regardless of whether such effects were planned or incidental.
Preventing Future Controversy
There is no evidence that any team has attempted to exploit this potential loophole. Instead, the FIA’s move is widely viewed as a preventative measure, aimed at avoiding controversy once the new power units make their competitive debut.
With the 2026 season expected to usher in a closely matched field, power unit performance will be critical. Even marginal gains in efficiency or output could have a decisive impact on race results and championship battles.
The governing body’s proactive approach reflects lessons learned from past regulatory cycles, where ambiguous wording often led to protests, political disputes, and prolonged debates both on and off the track. By addressing potential grey areas now, the FIA hopes to create a clearer, more stable regulatory environment.
As manufacturers continue to push forward with development programmes, further clarification and refinements to the 2026 regulations are likely.
