Formula 1’s governing body has made one thing abundantly clear: while manufacturers remain essential to the sport, they will not be allowed to dictate its long-term direction. As discussions begin over the next generation of power unit regulations, the FIA is determined to ensure that Formula 1 retains control of its own future rather than becoming overly dependent on the shifting priorities of global automotive giants.

That message was delivered forcefully by Nikolas Tombazis, who stressed that Formula 1 must never become “hostage” to the interests of car manufacturers. His comments come at a fascinating moment, with the sport only just entering the new 2026 engine era while already looking ahead to what could replace it in 2031.

The current regulations were created during a very different automotive climate. At the time, the industry was fully committed to electrification. Major manufacturers were racing toward all-electric futures, and Formula 1 responded by aligning its technical roadmap with that vision. The result was a new generation of hybrid power units featuring an even split between internal combustion and electrical power output. This 50-50 balance was intended to showcase cutting-edge hybrid technology while also making the championship more attractive to global manufacturers. 

That strategy succeeded in many ways. Audi committed to entering Formula 1 as a full works team. General Motors joined the grid through its Cadillac-backed programme, with plans to become a power unit supplier in the future. Ford returned to the sport as a technical partner, while Honda was persuaded to re-establish itself as an official works manufacturer through its partnership with Aston Martin. By virtually any measure, the 2026 rules achieved their primary objective: attracting and retaining major automotive players. 

However, the world has changed quickly. The all-electric revolution has not unfolded at the pace many expected. Automakers have adjusted their strategies, with several now adopting a more balanced approach that includes continued investment in internal combustion technology, hybrid systems, and sustainable fuels. That shift has inevitably influenced Formula 1’s thinking.

Tombazis acknowledged this new reality. When the 2026 regulations were first developed, manufacturers insisted electrification was the only viable direction. Today, that certainty has faded. Sustainable fuel technology has matured rapidly, offering Formula 1 a credible pathway to maintain high-performance combustion engines while still meeting environmental goals. This development has opened the door to broader possibilities for the sport’s next engine formula. 

The FIA’s concern is straightforward. Formula 1 cannot allow itself to become vulnerable to corporate strategy changes beyond its control. Automotive companies can alter priorities, scale back investments, or withdraw altogether depending on economic conditions, boardroom decisions, or market trends. If the sport were too closely tied to any single technological path favored by manufacturers, it could find itself exposed if those companies suddenly changed course.

That is why Tombazis emphasized the need for independence. Manufacturers are welcome—indeed, they are highly valued—but Formula 1 must remain sustainable and competitive even without total reliance on them. The FIA wants a framework that attracts automakers while also ensuring the championship can thrive regardless of their future decisions. 

Cost is another critical factor in this debate. Modern Formula 1 power units are engineering marvels, but they are also extraordinarily expensive to develop. Keeping costs under control will be a major priority for whatever comes next. A simpler, lighter, and less costly engine formula could reduce barriers to entry, encourage broader competition, and make the sport less dependent on the budgets of large manufacturers.

There is also a sporting motivation behind these discussions. While the 2026 regulations were ambitious, they have already generated controversy. Drivers, teams, and fans have raised concerns about the heavy emphasis on energy management, particularly the need for aggressive harvesting and deployment strategies. In some situations, drivers have been forced to manage battery energy in ways that affect racing quality and even safety. 

This has sparked debate over whether Formula 1 struck the right balance between technological innovation and pure racing spectacle. The hybrid systems are undeniably advanced, but critics argue that the racing should never feel secondary to energy conservation calculations. Formula 1, after all, is meant to showcase drivers pushing flat-out—not acting like accountants with helmets.

The FIA has already responded with regulatory tweaks designed to address some of these issues, particularly around energy deployment and safety. But the broader lesson appears to be shaping future discussions: technical regulations must enhance the racing product, not compromise it.

Another key consideration is timing. Developing a Formula 1 power unit is not something that happens overnight. These projects require years of research, testing, and investment. That is why conversations about the post-2030 engine formula are starting now, even though the current rules are still in their infancy. It may seem premature, but in Formula 1 terms, it is actually right on schedule.

Formula 1 CEO Stefano Domenicali has also emphasized the importance of reaching an early consensus. The sooner the sport defines its long-term technical direction, the better manufacturers, teams, and suppliers can prepare. Delaying those decisions would only increase uncertainty and costs. 

Many within the paddock now believe the next generation of engines could move toward a simpler formula—perhaps retaining some hybrid element but reducing complexity. Concepts such as naturally aspirated V8s or V10s running on fully sustainable fuels have been widely discussed, though any return to such engines is unlikely before 2031. 

Ultimately, the FIA is trying to strike a delicate balance. It wants Formula 1 to remain technologically relevant, environmentally responsible, and attractive to manufacturers. At the same time, it must preserve the sport’s independence, affordability, and entertainment value.

Fan reaction suggests this is the right approach. Many observers agree that while manufacturers are vital partners, the sport’s identity should never be shaped entirely by their commercial interests. As one common sentiment among fans suggests, Formula 1 should work with manufacturers—not work for them. 

The debate over Formula 1’s future engines is far from settled. But one principle is already firmly established: the sport intends to remain in control of its own destiny. In an era of rapid technological and economic change, that may prove to be one of the FIA’s most important decisions.
